Early Warning Systems

    Effective planning for plant pest and disease incursions is founded on:

  • Monitoring and Surveillance to provide early warning of the arrival of new pests and or diseases;

  • Diagnostics tools and expertise to clearly identify the pest;

  • Information systems that define the pest status of the country;

  • Reporting tools to ensure knowledge of new incursions is acted on quickly

  • A fundamental element of an early warning and information system is risk assessment. The assessment of the risks connected to the actual or potential introduction of an alien species is a necessary step that builds on the information collected.

Area-wide Surveillance

  • Surveillance is an essential element in preventing the establishment or spread of exotic pests, through early detection and managing the response to such detection, and supporting trade where it depends on pest free status.

  • Surveillance may be general, where information on pests is gathered from many sources, or it may take the form of specific surveys to obtain information for specific sites over a defined period of time.

  • Specific surveys may be detection, delimiting or monitoring surveys

  • One of the most effective ways of managing an established pest in a crop, is for producers in a region to establish an area wide management plan.

  • Transboundary plant pests and diseases affect food crops, causing significant losses to farmers and threatening food security

  • The spread of transboundary plant pests and diseases has increased dramatically in recent years. Globalization, trade and climate change, as well as reduced resilience in production systems due to decades of agricultural intensification, have all played a part.

  • Managing trans-boundary diseases is one of the most important areas of regional cooperation in Africa. Cross-boundary cooperation in surveillance, diagnostics, epidemiology and containment are the most effective means of combating the spread of pests and diseases.
